He reads 'Step one: impose a no-fly zone' Context: refers to the cautious stance taken by the United States over the desire by a number of nations to impose a no-fly zone over Libya in an attempt to stop the military attacks unleashed by Colonel Gaddafi against the rebels, which have resulted in thousands of deaths.
