They wonder what CERA are doing. In the second frame CERA staff are seen cheering at a Rugby World Cup match. Context: Canterbury Earthquake Recovery Authority (Cera) chief executive Roger Sutton has apologised (13 October) to more than a 1500 orange-zone homeowners after delaying a decision on rezoning their land.
