A photographer is doing a photoshoot of leader of the Labour Party, Phil Goff, who is dressed as Robin Hood and who stands beside a notice board with a notice headed 'Labour Tax Package'. Context: Labour plans to introduce a capital gains tax if they win the 2011 election. The capital gains tax is expected to include some low level exemptions for personal assets, as well as an exemption for the family home. But other than those limited exemptions, it is expected to be broad-based and include residential rental houses, rural property, commercial property, shares, businesses and collectibles.
