Three men sit around the lunch table at work chatting and reading the paper. One of them is amazed that his mate would pick as winner for the Melbourne Cup a mare with no form but a third man points out that Auckland has chosen a 'mare with no form' as its mayor. Refers to the election of Len Brown as the first mayor of the new supercity - which consists of a single unitary authority called the Auckland Council made up of the Auckland Regional Council and seven territorial authorities - became a reality on 1st November 2010.
