Steven Joyce carries a pair of shears and John Key says that 'Govt's direction on conservation estate mining and the Super Gold card is unequivocal surely'. Refers to a very contentious government decision (Gerry Brownlee, Minister of Energy) to undertake exploratory drilling for minerals in parts of some national parks and an attempt to cut the 'Gold Card' benefits by Steven Joyce which was hastily quashed by the PM.
