Two men dressed in belted overcoats, slouch hats and sunglasses hand briefcases stuffed with money to a DOC staff member who sits in a aeroplane seat and thinks to himself that at least no-one can accuse DOC of trying to conduct business with power companies under cover. Refers to payments by various power companies with links to the Waikato to the Ministry for the Environment who say that the deals address environmental impacts and show its "practical and open" approach. There has been criticism that the payments have been made to buy silence.
