Finance Minister, Bill English, apologises to Prime Minister, John Key, for being unable to honour National's campaign promises in the May budget. John Key tells Bill English That he kept telling him that the economy was likely to be a problem during the campaign. Refers to the effect the recession has had on the economy and therefore on promises of tax cuts etc.
