- Description
Shows a huge fence topped with barbed wire withe word 'Gangs' painted on it. A newspaper on the footpath has the headline 'We'd crack down on gangs - Key'. Sitting outside the fence on the footpath are three cats who represent 'Councils', 'National' and 'Labour' purr, meeow and hiss gently. A gang member and his dog peer over the fence and comment sarcastically on the 'ferocious pussycats'. Refers to the problem of gang behaviour and gang-related crime and the apparent difficulty that authorities have in dealing with it.
