Description

A man reads a newspaper with a headline reading 'Pigs in crates to be banned' while his wife reads a section with a headline that reads 'Children in cells isn't'. Context; the government has bowed to consumer pressure and will phase out controversial sow stalls two years earlier than planned. A new code governing the welfare and treatment of pigs on New Zealand farms reveals the cramped gestation crates will now be gone by December 2015, rather than 2017. A lack of Child, Youth and Family beds for young people who need to be detained and the resulting significant numbers of young people detained in police cells for lengthy periods.
