The cartoon shows a prison guard at Ngawha Prison having a smoke in the 'staff smoking area' while a crowd of prisoners inside strain to get a whiff of the smoke. Refers to the government's decision to ban smoking in prisons from July 2011. A guard at the Ngawha prison said the long-term benefits would be good for guards and prisoners in terms of health and a reduction in prisoner fights.
