Shows a large King Kong gorilla sitting on top of the Beehive building in Wellington. Across his chest reads "$urplus" and in his hand is Helen Clark and Dr Michael Cullen. Helen Clark is holding the camera and Michael Cullen is holding the boom microphone. Michael Cullen tells the gorilla "Stay up here and no mingling with the locals...ACTION!". Refers to the large government surplus accurred while Dr Michael Cullen was the Finance Minister.
