In two frames two men walk past the Telecom building and one of them comments that the government has split Telecom into three. The second man replies that he can see that as he walks past the executive carpark that has grown from a single level to three levels. Makes a comment about the burgeoning of executives positions and refers to the separation of Telecom into wholesale, retail and network units, along with government regulation to open its copper local loop network to rivals that is designed to foster competition, particularly in high-speed Internet services.
