Description

Shows a Napier City Council Planner reading the plan proposing the creation of a Port Noise Boundary to citizens at a Council meeting. Citizens listening to the proposal are having difficulty hearing him and ask him "What?" "Speak up" "eh?". The Napier City Council mayor and another councillor sitting next to the standing planner. Refers to the disgruntled residents on Napier's Bluff Hill effected by the excessive noise made by the Port of Napier. Submissions on the port noise issues were heard in June 2004 by the Napier City Council.
