A scruffy notice beside him encourages people to 'take generously' as he has a party to support and an election to win. Refers to the election year budget, recently announced, in which there were modest tax cuts and other incentives. Labour is trailing badly in the polls and needs a generous response from the public towards the budget announcement in order to make up ground.
