Shows two homeless drunkards siting on a park bench fighting over a bottle of sherry. One of the homeless men representing the government (and resembles Dr Michael Cullen). The other man represents drinkers. Refers to the government's decision to increase excise taxes on liquers and light spirits in an attempt to curb the problem of binge drinking.
