The scene shows Leader of the National Party, Don Brash with Minister of Trade and Energy, Phil Goff sitting on his shoulders. They are dwarfed by an enormous figure wearing cowboy boots and trousers made from an American flag. The figure (presumably President George Bush) is not visible above the knees. Phil Goff is carrying a loud hailer and cheerfully tells Don Brash that he thinks together they might be making an impact as he saw the president's eyes flicker. The reference is probably to the fact that New Zealand doesn't rate very high in American political circles.
