Context - Finance Minister Bill English has confirmed the government is concerned about a double dip-recession, echoing Prime Minister John Key's caution in the face of weak employment figures and a fast-slowing Australian economy. A recession is defined as two successive quarters in which the economy shrinks. The 'bike lanes' comment is a perception of how the government might deal with the problem based on performance to date.
