Description

Prime Minister, Helen Clark, wearing an 'NZ' teeshirt, races ahead of the pack in the 'Race to reduce carbon emissions'. She is heading towards two signposts that read '2012' and '2050'. A man stands by the side of the track holding aloft a notice that reads 'Independent report'. Refers to an independent report from the New Zealand Institute that recommended New Zealand adopt a "fast follower" approach to emissions reduction, after having been a leader. This meant that NZ should delay meeting its emissions reduction targets under the Kyoto Protocol to 2020 rather than 2012. Prime Minister, Helen Clark and Climate Minister, David Parker have both rejected this recommendation.
