Description

The cartoon shows Michael Cullen, Finance Minister in the previous government, sitting on top of a '$10 billion surplus' in 2008 while Bill English, Finance Minister in the present government, staggers under the weight of a '$10 billion deficit'. A medallion in the centre reads 'The fickle finger of fate'. Refers to Michael Cullen's 2008 $10 billion surplus and to the news that the government accounts have swung to an operating deficit of $10.5 billion last year as recession and tax cuts eroded revenue, fiscal spending rose and investments made losses. John Key is forecasting cash deficits of $10 billion to $12 billion in each of the next four yearsl.
