Cartoon shows a tree in the Garden of Eden Park. From the tree hangs a rugby ball with the words '2011 World Cup' on it. A snake winding its way up the tree remarks that he 'wouldn't Banks on it'. Refers to the debate over whether the taxpayer or the payers of Auckland rates should pay for the upgrade of Eden Park for the 2011 Rugby World Cup. Since being elected Mayor of Auckland John Banks has been arguing that the government should foot the bill.
