Caricature of Finance Minister, Michael Cullen, as a grinch, a green creature invented by children's writer, Dr Seuss. The grinch is sitting on top of the beehive which is inside a cave. He holds a big sack of presents and looks down on the city below. The words say, 'The grinch who stole Christmas which is the title if one of Dr Seuss's books. Refers to fact that Cullen hasn't given tax cuts that people were hoping for.
