Prime Minister, Helen Clark, is a vulture who stands with a bone in her mouth on the carcase of an animal that represents 'state funded political parties'. Other vultures circle above. Two hunters watch from a distance and comment that she is like a dog with an old bone and is persistent. Refers to Helen Clark's championing of the Election Finance Act which prevents parties from receiving donations above $10,000 without declaring them.
