The scene shows Finance Minister, Michael Cullen, being mobbed by a group of students, as they demand to know why he kept secret, treasury costings of the wiping of interest from student loans. In the foreground lurks a very secretive-looking Don Brash, Leader of National. He has a document labelled 'tax cuts' poking out of his pocket and is peeping out of the frame at the viewer, with his finger to his lips, whispering 'Shush..." This cartoon refers to Michael Cullen having been caught out not spelling out the true costings of student loans which may jeopardise Labour's election chances. Don Brash, however, seems to be suggesting that he too, has some undisclosed costings for the very popular tax cuts policy which has pushed National up in the polls.
