The cartoon shows a desperately ill overweight man representing 'the nation ' who lies in a hospital bed. Two surgeons who represent 'alcohol laws' look at an xray of the man's brain, which is shaped like a beer bottle. One of the surgeons says they should 'forget nip and tuck! He needs a total brain transplant!' Refers to the Law Commission's review of the country's liquor laws; it found that close to 90 per cent of submissions want all advertising banned and there is a strong groundswell of support for raising the age of entitlement to buy liquor - two out of three want the minimum purchase age to return to 20 years. A tax hike was one of several recommendations made by the Commission but the government was reluctant to implement such an unpopular suggestion.
