Description

A pirates' flag with skull and crossbones flies to indicate that 'piRATES' are going to give the OCR a jolly rogering which is just what a flagging economy needs. Refers to the slashing by the Reserve Bank of the OCR (official cash rate) as a attempt to stimulate the economy. There are wordplays on 'flag' and 'flagging economy' and the last five letters of 'piRATES' are in bold type as a play on the word 'rates' referring to 'interest rates'.
