The cartoon shows an American Uncle Sam figure scowling and giving the fingers - the two fingers in question represent the Twin Towers. Context - Osama bin Laden, 54, was killed after a gunbattle with Navy SEALs and CIA paramilitary forces at a compound in the city of Abbottabad and was buried at sea. Osama bin Laden was behind Twin Towers attack 9/11/2001 which killed nearly 3000 people, including the 19 hijackers. President Obama says 'Justice has been done'.
