Text reads 'Know your hikers'. In the first half of the frame a hitch-hiker thumbs a ride and in the second half Dunedin Mayor, Peter Chin the 'rates hiker', holds the 'Stadium blueprint' but is surrounded by people giving him the 'thumbs down'. Refers to the controversy over the building of a new very costly sports stadium in Dunedin which is likely to increase rates for Dunedin people.
