In two frames American President Obama holds a document that commits the US to never employ nuclear weapons against a non-nuclear state that has signed the Non-proliferation Treaty; in the second frame he crushes the document and declares that the US will just blow the hell out of them with conventional weapons instead. Refers to Obama's policy that it is hoped will edge the world toward making nuclear weapons obsolete, and to create incentives for countries to give up any nuclear ambitions.
