Shows the bartender and a customer in a pub. They are both reading a newspaper. The bartender reads that 'Bollard slashes official cash rate' and the customer reads that 'thousands not enrolled to vote'. In the first case interest rates are down and in the second disinterest rates are up. Refers to the fact that the Governor of the Reserve Bank, Allan Bollard brought interest rates down as a means of keeping the New Zealand economy bouyant in the present recession climate. Also refers to the fact that many people did not vote in the 8th November general election.
