The cartoon shows Finance Minister Bill English delivering the 2010 budget with PM John Key sitting beside him. Bill English says that by lowering the top tax rate, tax-dodge schemes will be less attractive and will encourage our best and brightest to stay in the country but if they change their mind they will be able to depart flying first class. The 2010 budget was delivered on 20th May and it is true that top earners were given a lower tax rate in order to keep their wealth and skills in New Zealand and to make tax dodge schemes less attractive.
