In the top section of the cartoon a silhouette of our cartoonist Malcolm Evans is seen reading a newspaper in which is a headline saying 'A private submission to parliament is rejected because it "offended the PM".' In the larger section below our dejected cartoonist, after having stuck a 'closed' sign on the 'Cartoon Dept' door, leaves his office with his lunchbox under his arm wondering whether the WINZ office has moved. The cartoon relates to a private written submission to parliament, made by a person who suggested, in the conclusion, that the PM might care to take part in a trial of the idea, in the same way that some employees are subjected to 90 day trial periods - and that was deemed inappropriate and so the submission was declined acceptance.
