A policeman is startled as someone throws a report that hits him on the head and knocks off his hat. The report is the 'State Services Commission Report on the New Zealand Police'. Text reads 'COP IT!' Context - The independent report on police conduct by PriceWaterhouseCoopers, released last night, found change had not happened fast enough, as "senior management lacks the confidence and adeptness to make bold, circuit-breaking and symbolic moves that will change the DNA of the organisation". Police Association president Greg O'Connor says the report 'is too narrowly focused and could end up being counter-productive'. (NZ Herald 27 January 2011)
