Finance Minister Bill English appears as a doctor at the bedside of a patient wrapped in bandages. The patient lies in a bed named 'NZ Government Accounts'; pinned to the end of the bed is a graph showing a downwards trend and labelled 'Deficit $10.5 billion'. The doctor says that he expects the patient to make a full recovery in about 20 years. Refers to the Government's operating balance for the year ended 30 June 2009 that was a $10.5 billion deficit, compared with a surplus of $2.4 billion for the previous year. This deficit was $1.2 billion larger than forecast in the 2009 Budget.
