Shows the 'Reserve Bank', three men dressed in Islamic clothing, pulling a belt tight around the neck of 'Joe Average'. Refers to the rising interest rates enforced by the Reserve Bank to prevent inflation and the effect it is having on average New Zealanders. Also refers to the fear of terrorism and the rising price of oil as a result of the Iraq War.
