'The Politician' cartoon strip. The Minister says that he wasn't speaking as an MP when he criticised his own party, that he is a man of many hats. When a colleague wonders which hat he was wearing when he made the criticism, a second colleague decides that it was a dunce cap. The reference is to Dover Samuels, Minister of State, (who is known for his big hat) criticising Chris Carter, Minister of Conservation for vetoing the building of a marina in the Whangamata Harbour.
