Finance Minister, Michael Cullen sits on the edge of Prime Minister Helen Clark's desk and reads a newspaper article entitled 'Nats Tax Pack'. He thinks the National Party will be doing more borrowing if they become the government after the November election but Helen Clark is horrified at the thought because they haven't yet returned the policies they have already got. Refers to perception that the National Party has simply borrowed policy from the Labour Party, altered it slightly and presented it as their own.
