The scene shows the inside of a shop which prints t-shirts. A man has come to collect a t-shirt which states that he is not an HIV-positive Zimbabwean. The shop owner points out that since the man has lived in the town for 63 years, the message seems like an over-reaction. Refers to the amnesty allowing refugees from Zimbabwe's President Mugabe to become resident in New Zealand. Perhaps 20% of the refugees will be HIV positive. There were about 1300 refugees. Health Minister Pete Hodgson concedes that there has been a blunder.
