Description

The cartoon shows a duck-shooter (Bill English?) in a hide at the beginning of the duck-shooting season. Beside him in the hide is Prime Minister John Key throwing a handful of 'budget peas' into the water and blowing a duck-calling whistle. Context - The 2011 budget will be announced on Thursday 19 May. The cartoon suggests shooting ducks by attracting them with budget peas as an analogy for what the public can expect in the budget?
