The cartoon shows the 'ACT' baseball team led by leader Rodney Hide and followed by Sir Roger Douglas, Heather Roy and David Garrett. Each of the MPs holds a baseball bat except for Rodney Hide who has dropped the ball as he realises the implications of the 'three strikes - you're out!' policy that is about to become law. Roger Douglas assures him that they are right behind him.
