Shows Prime Minister Helen Clark riding on a stranded whale labelled 'Foreshore debate'. She wants to lead it back out into the ocean, as in the film 'The Whale Rider'. Cartoon refers to the debate over the Government's Foreshore and Seabed Bill, and the increased dissatisfaction with the Government by the Maori.
