Prime Minister, Helen Clark and Pete Hodgson, Labour member for Dunedin North and Convenor of the Ministerial Group on Climate Change, looking bewildered and frustrated, sit in a canoe named, 'Blunder' which is about to tip over a craggy waterfall whose signposted name is,'Polling Falls'. In the bottom right corner is a little group of men wondering why they didn't bring a paddle and agreeing that they're not that clever. Refers to what appears to be a blunder in the interpretation of credits and debits in applying the Kyoto Protocol to New Zealand with the result that New Zealand has a large financial debit instead of an expected credit.
