Consumer Affairs Minister, Simon Power, says pompously 'We are not yet persuaded that pricing alcohol out of reach will reduce teen binge drinking...' A crowd of teenagers behind him try to reach alcohol that is on a high shelf. Refers to the new liquor laws that have not increased prices - the cartoon suggests that pricing that puts alcohol out of reach of young people would seriously tackle the problem of binge drinking.
