Shows the Prime Minister Helen Clark and the Finance Minister Dr Michael Cullen walking on a snow covered mountain. They are looking across a gully to a 'Budget' hut which is accessed by a swing bridge. Refers to Cullen's budget as offering little 'salvation' for New Zealand people.
