The cartoon shows an image of a Labour Party pledge card which pledges not to pay the money back. The pledge card is torn in two. Refers to the finding by the Auditor general that most political parties had overspent their election spending allowance, but the Labour Party most of all. The Labour Party had said that it would not pay the money back but reversed this decision after the Auditor General's ruling.
