Shows a scene inside "Hide's Accountability Cafe". Rodney Hide, Leader of the ACT party, is seen as a chef, serving a head on a plate to diners who are labelled "Public". Cartoon refers to Rodney Hide's emphasis on making the New Zealand Government accountable. He proposes the binding of all government departments and ministries to a "service agreement" with the people of New Zealand, aiming to increase the Government's performance. Failure results in 'heads rolling'.
