The cartoon shows Prime Minister John Key swimming in a blow-up rubber floating duck. He wears a knotted handkerchief on his head and his feet can be seen paddling frantically beneath the water as sharks circle below. Refers to the fact that in spite of high polling the prime minister has a complicated problem with the May budget, particularly in the area of promised tax cuts and how to find the money with which to achieve this goal but at the same time leave no-one worse off.
