He is saying that he can find a more efficient use for these grants. Behind him is an elephant named 'Wananga' which has its trunk in an almost empty box labelled 'Education Grants'. The reference is to the serious financial problems regarding the Wananga. Its CEO, Rongo Wetere, has recently resigned.
