In the top frame a policeman sits at his desk and tells a gang member, shown answering the phone in the lower frame, that they have decided that in order to save time and double handling they will put the gang on the mailing list. Refers to an incident in Lower Hutt when a sensitive police manual, holding confidential call signs, the names and ranks of officers and details of a woman later forced to flee her home, was left in the hands of Mongrel Mob members.
