Former Minister of Finance Michael Cullen throws a huge rugby ball that represents the 'Cullen fund etc' to Bill English, the current Minister of Finance in the new National government. Bill English drops a small bag labelled 'tax cut' as he reels from the blow. Refers to National's having to reduce the promised tax cuts in order to maintain the 'Cullen fund' which is the New Zealand superannuation fund.
