Description

The cartoon shows Minister of Finance Bill English wearing a soldier's helmet bearing the name 'Bill' and pointing to a board on which the targets: 'solo mums', 'unemployed' and 'invalids' are listed. Text reads 'The Welfare state' but the letters 'el' are crossed out and replaced by 'ar' so that the word reads 'warfare state'. Refers to discussion by the government about getting people on benefits back into work as a means of easing the economic situation.
